Use CSV for simple imports and git-friendly diffs. Use Excel when colleagues need filters, multiple sheets, or Excel formulas. Use JSON when APIs and front-end fixtures expect an array of row objects.
Put a clean header row first. Move the sheet you care about to the front before converting multi-sheet workbooks. Formulas and charts usually do not survive flat CSV — values do.
